Phillip Modafferi: Most often there are no special education classes anymore. This is because of the federal requirement for the "least restrictive environment" for the student. It is also often referred to as inclusion. It was intended to help all special needs kids, but has kept many from getting the help they need. It has also made things harder on teachers and on other students.
